Holes in rose blossoms can be caused by chewing insects including Fuller rose beetlehoplia beetle, and rose curculios. The rose curculio (Merhynchites bicolor) and western rose curculio (M. wickhami) feed on caneberries and roses.  Here is the information on Rose Beetles and also information on Roses from the University of California to assist you with roses. I hope that you find this helpful.
